The General Operating and Maintenance Committee (GOMC) met on July 30, 2019, and the following minutes were provided:
1- Summer intern presentation of the “Flood Surge Viewer”; a digitized depiction specific to individual properties, of recent past flood events. The Viewer does not factor in wind or drain connectivity, and uses Charleston Harbor tide data. The committee discussed current surge mitigation features, most of which relate to vegetation, sand dunes, nearby ocean/river barriers (e.g. Deveaux Bank). The committee recommended using the interns, who did an excellent job, to assist in developing a private presentation for the POA Board, and then, using the Board as a “focus group,” a presentation for the property owners and other interested parties (e.g. the Town).
2- Boardwalk 3A renovation: the committee approved a recommendation to replace old decking into a shell-sand path at a cost of $6,000. The path does not need to be elevated, and access to a generator will be much improved. Steve Hirsch will contact property owners adjacent to the path.
3- Community Center roof replacement: the committee recommended a $20,000 expenditure be proposed for the 2020 capital budget to replace/repair the Community Center roof and gable because of serious leaks.
4- A signage request from Horseshoe Cove will be referred back to the proposers.
5- The joint drainage study is underway, on schedule. SIPOA (Steve Hirsch) monitors progress. There are no deliverables until the project is much nearer completion.
6- Lake House HVAC system (pool): Outside consultants have recommended replacing the system which is nearing its projected life. Piece by piece repairs, which would be required to keep it operating, are expensive. Replacement would cost effective. GOMC recommends that the Dectron unit be replaced in 2020 requiring an expenditure of $220,000 in the 2020 capital budget.
7- Old business: The Kayak launch construction is still delayed awaiting permits.
