SIPOA Safety and Security Meeting Minutes – February 2016

The SIPOA Safety & Security meeting was held on February 3, 2016 at the SIPOA office on Landfall way. The following is an abridged summary of the minutes from that meeting:

Chairman’s remarks and discussion:
• The committee discussed the feasibility of a safety recommendation that we paint reflective white lines along the edges of SI Road, possibly including additional more heavily travelled SI roads. The committee agreed that this proposal has merit and would enhance driving safety since our winding roads are sometimes difficult to see at night. Dennis has asked the SIPOA engineering department to provide cost estimates. A formal motion to move forward will be considered at the March meeting.
• Block Captains: Heather updated the Committee on a joint initiative by the CERT Team, SIPOA and COVAR to recruit volunteers to serve as Block Captains. Block Captains will serve as points of contact and centers of influence for emergency preparedness and general neighborhood information.
• Drones: The upcoming annual survey will ask for property owner feedback on setting SIPOA standards for use of drones. Drones are becoming increasingly popular for both recreational and business uses and there currently are no SI rules or standards for their use. There is some concern about the potential for invasion of privacy and/or nuisance by drones.
• Dennis reviewed with the Committee the S&S items he has included in the Strategic Plan final report:
o Promote improvements to safety and traffic flow of Johns Island roads leading to Seabrook Island with local government agencies.
o Continue to maintain and improve island security.
o Study transportation needs, including cyclists, around the island and to Bohicket Marina and Freshfields Village.

SIPOA Security (G4S) Report for January, 2015:

• A trailer and $10,000 worth of landscaping equipment was stolen from the SIPOA maintenance storage area during the weekend of January 23. The theft was referred to CCSO for further investigation. Security footage of outbound vehicular traffic from the island is being reviewed for possible identification of the thief.
• January Citations: There were 24 citations issued in January, which included the following:
o 14 speeding violations
o 4 no license/registration
o 1 parking violation
o 1 trailer violation
o 1 noise violation
o 1 driving on wrong side of road
o 1 contractor sanitary facility not screened/covered
o 1 solicitation of work violation by a contractor
There were no appeals presented.
