SIPOA Safety and Security Minutes – November Meeting

The November Safety & Security Committee meeting was held on November 4 at the SIPOA office on Landfall Way. The discussion topics and Chairman’s remarks included the following:

Chairman’s remarks and discussion:
• Motorcycles: The annual SIPOA questionnaire will request property owner opinion on whether residents who own motorcycles should be allowed to drive them on the island to/from residences. We will consider property owner feedback before considering approval.
• The committee reviewed, refined and approved Safety/Security questions which will be included in the annual survey.
• Property Owner pin numbers:
– The committee discussed the fact that property owner pin numbers are confidential and cannot be given to others.
– SIPOA Rules & Regulations state that “devices/passes may not be transferred for any reason. To do so could lead to loss of access privileges. Unauthorized access to the SID is a violation. Persons entering the SID with an unauthorized Entry Authentication Device/Pass may be detained and charged with trespassing.”
– A Tidelines article will address this rule: “Do not give your pin number to others. Your pin number is for property owner use only”.
– The SIPOA Rules & Regulations state that “The Board has the power to impose sanctions, including monetary sanctions, for violations of the Protective Covenants or the Rules and Regulations”.
• DUI accident: While on routine patrol, an overturned automobile was discovered by SI security at the intersection of SI Road and Clear Marsh late Friday evening, 10-30-15. EMS, SJFD and CCSO were called. The vehicle had struck a tree resulting in injuries to both the passenger and driver. The driver was charged with DUI. The passenger died at the hospital.

• October Citations: There were 33 citations issued in October, which included the following:
– 22 speeding violations
– 4 no license/registration
– 1 parking violation
– 2 trailer violations
– 4 commercial access violations
The committee reviewed all citation appeals and made decisions based on the facts and merits of each case.

Seabrook Island Property Owners Association Minutes: Safety & Security Meeting
November 4, 2015

Board members present: Dennis Nagy, Chair;
SIPOA staff present: Heather Paton
Committee members present: Beve Baird, Bill Bryant, Lisa Cermak, Sue Ciancio, Ellen Coughlin, Skip Crane, Dan Kortvelesy, Ed Moran, Kimber Smith, Allan Woods. Not present: Bob Applegate, Mark Chafe, Tina Mayland, Harry Vincent
SIPOA Security (G4S) present: Pete Pelay.

Call to Order: The meeting was called to order by Chairperson Dennis Nagy at 9:30am on Wednesday, November 4, 2015. The meeting agenda and the minutes from the October, 2015 meeting were both approved by the committee.

Chairman’s remarks and discussion:

  •   Motorcycles: The annual SIPOA questionnaire will request property owner

    opinion on whether residents who own motorcycles should be allowed to drive them on the island to/from residences. Some committee members felt that enforcement would be difficult and problematic and there is also concern that some property owners may consider them offensive. We will consider property owner feedback before considering approval.

  •   The committee reviewed, refined and approved Safety/Security questions which will be included in the annual survey.
  •   Property Owner pin numbers:

o The committee discussed the fact that property owner pin numbers are

confidential and cannot be given to others, including renters and contractors, as this could be abused and breach island security. Dennis received a call from a property owner who had given her pin number to a renter who then gave it to others.

o SIPOA Rules & Regulations state that “devices/passes may not be transferred for any reason. To do so could lead to loss of access privileges. Unauthorized access to the SID is a violation. Persons entering the SID with an unauthorized Entry Authentication Device/Pass may be detained and charged with trespassing.”

o A Tidelines article will address this rule: “Do not give your pin number to others, including property management companies. Your pin number is for property owner use only”.

o The SIPOA Rules & Regulations state that “The Board has the power to impose sanctions, including monetary sanctions, for violations of the Protective Covenants or the Rules and Regulations”.

 The SIPOA will no longer be routinely hiring CCSO deputies in the future for peak visitor periods because it is limiting our insurance options, thereby increasing our insurance costs. If there is a need for law enforcement we will call 911 as needed.

  •   The SIPOA is considering hourly pay increases for SI Security officer in 2016 to make our pay scale more competitive with the market.
  •   The Club is installing lightning detection devices for golf safety. The Committee discussed the feasibility and practicality of the SIPOA installing similar devices for pools.
  •   The Committee discussed the hazard of golf carts, which are unlighted, crossing roads at night. Dennis and Heather will discuss this problem with the Club.
  •   Dennis advised that the information sign at the entry gate will be removed when

    the new gatehouse is installed because today there are other communications options such as the internet and Tidelines. The current sign is hard to read while driving and the amount of information which can be put on the sign is limited.

  •   Heather advised that GOMC is reviewing possible solutions for flooding of our roads during high tides and heavy rain falls.
  •   Allan advised that Kiawah is considering establish its own independent fire department and EMS service and this could adversely impact funding for SJFD and EMS.

    SIPOA Security (G4S) Report for October, 2015:

Incident reports:
o 16 vehicle assists
o 7 medical assists
o 4 residential assists
o 9 resident complaints
o 2 escorts
o 8 security observations
o 1 suspicious activity reports o 9 false alarms
o 6 wildlife incidents
o 9 water leaks
o 1 auto accident
o 1 property damage
o 1 theft

# 9120: Speeding violation appeal denied.

# 9144: Speeding violation appeal denied.
 Commercial access fees: The SIPOA received $22000 in commercial access fees

in October, 2015. Old Business: None

New Business:

  •   The fee for Commercial Access Annual and Quarterly passes will be increased in 2016. These fees have not been increased in over 8 years.
  •   The committee discussed the possibility of putting reflectors on trees along SI Road. Heather will discuss the feasibility with Steve Hirsch.
  •   A new proximity card reader will be installed at the entry gate later this year. This will allow rental guests to use amenity cards for gate access.
  •   Beve confirmed that all AED machines are now working. Adjournment: The meeting was adjourned at 11:30am.
