New Flood Maps

Charleston County’s new Flood Insurance Study (FIS) and corresponding Flood Insurance Rate Maps (FIRM) went into effect on January 29, 2021. These flood maps cover the entire geographic area of Charleston County, including Seabrook Island.

Residents are encouraged to visit the FEMA Flood Map Service Center (MSC) website to view their new flood zone designation. Flood zones may also be viewed on the Charleston County website under the “Online Services” tab.

CCPL: Virtual Book Discussion February 17

Participate in an in-depth virtual book discussion with an award winning author on Wednesday, February 17, 2021. CCPL and Spoleto Festival USA are partnering for three book discussions reflecting themes found in Spoleto’s opera Omar. This book discussion is the second in the series and will examine Lawrence Hill’s Someone Knows My Name. This book is the winner of the Commonwealth Writers’ Prize and Rogers Writers’ Trust Fiction Prize, and is the basis for the award winning BET miniseries of the same name.

To participate in the Someone Knows My Name book discussion on February 17 at 6:30 pm, register here. The Charleston County Public Library and Spoleto Festival USA will be conducting random drawings of those registered to win copies of Someone Knows My Name prior to the event.

SEADOGS 2021 Membership Information & Meeting Cancellation Notice

In light of the ongoing Covid-19 pandemic, the Board of Directors of SEADOGS (also SIDOGS) has decided to cancel our Annual Meeting, typically held at the end of January or early February. Our hope is to hold the event later in the year, if conditions warrant, or possibly a ZOOM event.

We have also decided to waive the $25 membership fee for both returning and new members for the 2021 year. We would ask that anyone interested in membership to SEADOGS for 2021, please fill out and return the membership form found on our website at sidogs.org . Even if you are a current member, please send in the 2021 form so that we may update your information, if needed. The forms may be mailed to Julie Vessel at the address located at the bottom of the form, or emailed to: siseadogs@gmail.com.

More information will be sent out when decisions have been made about the Annual Meeting and our Annual Beach Walk, typically held in early May. More information about SEADOGS can be found on our website at sidogs.org . Thank you!

Gibbes: Annual Art of Design Lecture March 5

Melissa Biggs Bradley, founder and CEO of boutique travel planning company Indagare, is the featured speaker of the 11th Annual Art of Design, to be held virtually on Friday, March 5.

Update on Proposed Changes to Charleston County’s Zoning & Land Development Regulations

At the January 11 County Planning Commission meeting, discussion of proposed changes to the County Zoning and Land Development Regulations resulted in a request of Planning and Zoning staff to reconsider proposed changes to RR-3 and R-4 zoning. In particular with reference to R-4 zoning, staff was asked to investigate:

  • No increases in the R-4 Zoning District density for properties located in the Rural Area (outside the UGB); and
  • Allow increases in the R-4 Zoning District density for properties located in the Urban/Suburban Area (within the Urban Growth Boundary (“RGB”)) except those located adjacent to the UGB and on the Sea Islands, which should maintain the current density of 4du/ac, if feasible.

The County Zoning and Land Development Regulations are applicable to property in unincorporated areas of Charleston County. Of particular interest to residents of Seabrook Island is the parcel that lies between Kiawah Island Parkway and the site of Town Hall that is outside the Town boundary but is inside the UGB (click here to see the accompanying aerial view on which the UGB is shown as a dotted maroon line and the outline of the parcel of concern is shown as a solid red line). The parcel of interest is currently zoned R-4 and, as shown, lies within the UGB.

Zoning and Planning staff has prepared revised proposed changes to be presented at the County Planning Commission meeting on February 8. The revised changes are as follows:

All properties currently zoned R-4 continue to be zoned R-4 (not including properties located in overlay zoning districts that regulate densities) subject to the following:

  1. Maintain 4du/ac for all R-4 properties that:
    • Are located in the Rural Area (outside the UGB);
    • Are located in the Urban/Suburban Area (inside the UGB) and any part adjoins the UGB as of the date of adoption of this ordinance; and/or
    • Currently have a Future Land Use designation of Urban/Suburban Cultural Community Protection (negates the need for the proposed S-4 Zoning District).
  2. Allow density increases through the Conservation Subdivision process for R-4 properties in the Urban/Suburban Area (inside the UGB) that do not adjoin the UGB as follows:
    • 6du/ac when 30-49.9% of the total site area is delineated as Conservation Area; and
    • 8du/ac when 50% or more of the total site area is delineated as Conservation Area.
  3. Continue to allow up to 8du/ac through the PD process when .05 ac of common open space per dwelling unit plus 10% of the land designated for nonresidential uses is provided (previous proposal was to increase this to 12du/ac).

It is noted that the County Zoning and Planning staff revised proposal contemplates potential increased density for property zoned R-4 that lies within the UGB but does not expressly except properties on the sea islands. It appears that the parcel of interest to Seabrook Island residents would be subject to that potential increased density. With that in mind, residents who wish to comment regarding the revised proposal may do so by submitting email comments to:

Of interest in that regard is that in connection with the January 11 County Planning Commission meeting, of 422 letters received, 324 expressed opposition to the proposed changes to RR-3 and R-4 zoning and 8 expressed opposition to any changes on Kiawah and Seabrook Islands.

Gibbes Museum: New Film and Photography Series

The Gibbes Museum of Art will celebrate the art and storytelling power of film and photography with the launch of an all-new, in-person film series, Gibbes Film in Focus, and a virtual lecture series, Depth of Field: Perspectives on 20th Century Photography. Launching in February 2021, both programs will coincide with the Gibbes’ exhibition, In Body and Soul: The Figure in Modernist Photography, on display from January 22 – April 18, 2021.

Crappie USA Fishing Tournament Comes to Santee

Hook, line and… Crappie USA fishing tournament comes to Santee! Anglers from around the US will descend on the Santee Cooper Lakes for the Super Event this March 12-13, 2021. Sponsored by Bass Pro Shops/Cabela’s, it will have crappie fishermen vying for a guaranteed $10,000 payout for one-day events and $20,000 for two-day events. The fishing association celebrates its 25th anniversary focusing on crappie anglers.

Accident on Bohicket at Berryhill Road

At approximately 3:00 pm today, Wednesday, February 3, Tidelines learned that St. Johns Fire District tweeted there is a single-vehicle rollover on Bohicket Road at Berryhill Road. Bohicket is closed in both directions. Anticipate potential delays in the area. If you are traveling in that direction, consider an alternate route.

CCPL: Charleston Time Machine

Take a trip back into Charleston’s past with the award winning podcast, Charleston Time Machine, by Charleston County Public Library (CCPL) Historian Dr. Nic Butler. Click here to listen to “Street Auctions and Slave Marts in Antebellum Charleston.”

Auctions of enslaved people were a familiar sight on the streets of early Charleston until local authorities sought to constrain such spectacles into enclosed “marts” during the second quarter of the 19th century. This commercial change endured into the era of Civil War, but historic documents illustrating this form of human trafficking are not always what they purport to be.
