Captain Sams Inlet Relocation Permit Application Status Update
SIPOA began preparations to submit a permit application for the 4th Captain Sams Inlet Relocation project in the spring of 2025 by meeting with project stakeholders and collecting their feedback.
A permit application was filed with the SC Department of Environmental
Services (SCDES) and the US Army Corps of Engineers (USACE) in October 2025. In March of 2026, a settlement agreement was proposed that would transfer ownership of Captain Sams Spit from Kiawah Development Partners to the State of SC.
This settlement agreement is proceeding through the state budgeting process, but the timeline for final approval and property transfer is not clear at this time. As part of the permit requirements with SCDES and USACE, SIPOA must obtain authorization from the property owner before any construction activities can
be authorized.
Therefore, the Captain Sams Spit settlement agreement and pending ownership
transfer are preventing SIPOA’s permit application from being reviewed by SCDES and USACE. According to SCDES, these permit applications must be processed within certain defined regulatory timelines.
Because SIPOA’s permit application will likely exceed any applicable timeline as determined by SCDES, SCDES has requested that SIPOA agree to a pause
in the current permitting review process. Accordingly, SIPOA has agreed to withdraw its permit applications with SCDES and USACE to allow the Captain Sams Spit settlement agreement and future ownership of the subject property to be resolved.
Similar issues were overcome during the previous inlet relocation permitting process. SIPOA withdrew its permit applications prior to the 2015 inlet relocation to allow for construction access issues to be addressed with the property owner at the time.

The Seabrook Island Turtle Patrol has scheduled the inventories of nests 10 and 11 for Wednesday, July 29, starting at 6:15 pm. The team will start with nest 10, which is located about halfway between Boardwalks 2 and 3. The team will then drive to nest 11, located about 1,000 yards north of Boardwalk 1, the closest beach access. Please note that the distance between these two nests is rather far.

Turtle Patrol had a busy weekend!
Our teams have been diligently monitoring, maintaining, and checking the existing nests for any indications of activity. And, of course, they’re also keeping a close eye out for new mama turtle tracks, which would indicate a possible new nest.
Our Zone 1 walkers, Jan and Chris Couch and Kim Neath, reported a new crawl, and probers Sandy MacCoss and Nancy Schibler located the eggs. They also noted that the nest had been predated. The coyote wasn’t that hungry, as the majority of the eggs were transferred to a safer location. Congrats to Jan and Chris on their first experience with relocating the eggs.
Many nests are showing signs of boiling. The Walkers check the nests early in the morning, and our intrepid PHAT (Pre-Hatch Activity Team) members check all the nests late in the day for any further development during the day.

Charleston County Mosquito Control
Spraying is scheduled for overnight
Tuesday, July 28 – Wednesday, July 29
Charleston County Mosquito Control has scheduled a spray truck for Zone “K2,” which includes the Town of Seabrook Island. The treatment is scheduled to take place during the overnight hours beginning after 11:00 pm on Tuesday, July 28, and will be completed before 7:00 am on Wednesday, July 29 (weather permitting).
As a reminder, mosquito treatment requests may be submitted at any time through the town’s website.

We are gearing up for another full moon bonfire! Join us on the beach for Seabrook Island’s Full Moon bonfire on Wednesday, July 29, 2026.
The July full moon is called the Buck Moon because the antlers of male deer (bucks) are in full-growth mode. Bucks shed and regrow their antlers each year, producing a larger and more impressive set as the years go by. Other names for the July full moon include: Thunder Moon, Hay Moon, and Wyrt Moon.
Come enjoy a pleasant evening with a bonfire on the beach with friends and neighbors. There’s always plenty of room on the beach for everyone, so invite a friend, bring your houseguests. To keep things simple, each person brings what they want: a stick of firewood for a big bonfire, chairs, food, drinks. Nothing will be provided but a beautiful beach, a bonfire, and a full moon.
Hopefully, the weather will be perfect for the evening. People ask if the bonfire will be held if it’s rainy. The bonfire will be canceled if it is raining or rain is threatening, as few would be comfortable attending. By terms of the permit, the fire needs to be out no later than 10:00 pm. The later sunset and moonrise times give us time for dinner before gathering on the beach.

The Seabrook Island Turtle Patrol has scheduled two inventories for Tuesday, July 28; one in the morning and one in the evening.
The inventory of nest 18 is scheduled for Tuesday morning at 7:00 am. This nest is located between Boardwalks 6 and 7. Boardwalk 6 is the better beach access. The inventory of nest 15 is scheduled for Tuesday evening at 6:30 pm. This nest is located on North Beach about 900 yards north of Boardwalk 1, which is the nearest beach access.
