TOSI: A Message from the Mayor

On July 28, 2025, following public notice, the TOSI Town Council convened a special meeting to discuss the desirability of promulgating a formal annexation policy for the Town. This initiative, consistent with State law and guidelines published by the Municipal Association of South Carolina, is being undertaken to establish procedures and criteria to be used in any application for annexation, and for the review, consideration, and processing of all annexation requests. 

There are no current or pending annexation requests at this time. This is a proactive effort to define the general policies, procedures, and criteria that the Council will use in evaluating requests for annexation, if and when one is received. 

The starting point for the Council, at the July 28 work session, was discussion of the purposes, policies, and intent of the policy as will be articulated in the proposed annexation ordinance (the “Policy Statement”). The meeting may be viewed on our YouTube channel in its entirety here.

With a formalized annexation process, the applicant, the public, and the decision makers will share a comprehensive understanding as to what needs to be submitted and the standards on which a decision will be made. As stated in the Policy Statement, TOSI is seeking “a clear, predictable, and transparent annexation policy…which will provide useful guidance to prospective applicants, decision makers, and the public at large.” Moreover, the Policy Statement provides that it is “the policy of the town to approve annexation requests only…when annexation is deemed to be in the best interest of the town.” 

TOSI Council agreed to move forward with the preparation of an annexation ordinance. Once a draft annexation policy is completed, it will be posted on the Town’s website for public review and comment before the council takes any action on it. You will see notice of further meetings and opportunities for written and oral comments posted on the Town’s website and the other normal places.

Brookgreen Gardens: New Exhibits in August

Summer continues to shine at Brookgreen Gardens. This August, visitors can explore two new exhibitions including a multi-sensory art journey featuring the work of a local Charleston artist and a powerful fiber art exhibit honoring African water spirits and mermaids. 

Celebrating Black Mermaids: From Africa to America
August 16 – September 28
This powerful exhibition features mixed-media fiber works by acclaimed artists from across the U.S., honoring African water spirits and goddesses as mermaids. Drawing on traditions from West Africa to the Americas, the show explores the enduring presence of Black mermaids in folklore, spirituality, and cultural memory. Each artwork tells a story—blending history, myth, and imagination to celebrate ancestral strength and creativity.

The fiber art in Celebrating Black Mermaids functions as modern-day griot—visual storytelling rich in symbolism and emotion. Each piece becomes a vessel for ancestral memory, weaving together threads of identity, survival, reverence, and transformation.

Art Journey to Inner Peace
August 16 – September 28
This multi-sensory exhibition features mixed media paintings, collages and poetry by Charleston-based artist, author, and wellness facilitator Christine D. Johnson. Inspired by her Jamaican roots and a lifelong commitment to mental wellness, this immersive experience guides visitors through five transformative phases—Shedding, Courage, Strength, Balance, and Arrival – each serving as a visual and emotional milestone toward healing and joy.

Join the Seabrook Island Photo Club!!

The Seabrook Island Photography Club is a friendly group of local people with an interest in photography. Seabrook Island is a “target rich environment” for capturing beautiful photos, and our club members love to capture great images both at home and around the world.   

There are many different styles of photography and we offer programs to explore various disciplines. We regularly bring in external speakers for brief (one hour) programs, where our speakers inspire us with their beautiful images and teach us a few tips and tricks to help us emulate their results. While educational, these presentations are generally low key and not overly technical.

Turtle Patrol Inventory Friday, August 1

The Seabrook Island Turtle Patrol has scheduled the inventory of Nest 12 for Friday , August 1 at 6:30 pm. Nest 12 is located about 100 yards south of boardwalk 2 which is the nearest beach access.

Turtle Patrol Inventory Thursday, July 31

The Seabrook Island Turtle Patrol has scheduled the inventory of Nest 15 for Thursday, July 31 at 6:30 pm. Nest 15 is located about 60 yards south of the large cross at Camp St. Christopher. Boardwalk 9 is the nearest beach access.

SIAG August Artist of the Month, Michael Younginer

Michael is a native South Carolinian who loves the geography of his state, especially the lowcountry. For Michael, spending summers with family in Charleston and Sullivans Island was a pretty cool way to grow up and experience life.

In a generation that witnessed and was involved in societal changes in this state, Michael experienced changes of better attitudes which impacted his college education (University of South Carolina) with degrees in International Studies and Business. Later, a Master’s in Theology and Philosophy degree was achieved that provided Michael a treasured tool for pondering life. Michael is blessed to be married to his wife, Bonnie, and they have two adult sons, two daughters-in-law and one awesome and know-it-all seven-year-old granddaughter.

About three and half years ago, Michael was drawing and doodling when his wife noticed and then gave him art supplies and the encouragement to experiment and dream a bit. Graphite, alcohol/India inks, and clays became his mediums du jour. Several artists of the Guild have been kind to offer input and guidance as he entered the wonderful world of art expressions.

TOSI Happenings for the Week of July 28

Chow Town Food Truck Rodeo—The last Chow Town of the summer season will be Wednesday, August 6, 2025, from 5:00 to 8:00 pm. Food trucks from various local vendors will take over the Town Hall parking lot.

Beach Rules – Peak season beach rules are now in effect.

Short-term Rental Regulations – New regulations effective May 1, 2025. Seabrook Island Town Council adopted Ordinance 2024-06, establishing new permitting and operating requirements. For all STR Permit information, click here.

New Drone Requirements – Effective May 1, 2025, no person may launch or land a drone within the Town unless they have a FAA remote pilot certificate (or are under the direct supervision of a remote pilot in command). Drones also need to be registered with the FAA. You must be able to produce both a pilot certificate and FAA drone registration if stopped by a TOSI Code Enforcement Officer.

Brown & White Pickup Friday, August 1

The next monthly Brown & White pickup is Friday, August 1, 2025.

Bulk items can be left curbside by 7:00 am. Place items including furniture, appliances, grills, lawn furniture, or other similar household items where you would normally leave your trash and recycling.

Hazardous waste such as old paint cans, electronics, batteries, fluorescent lights, and old yard or household chemicals can be taken to the Maintenance area (adjacent to the Community Garden, 2902B Seabrook Island Road) that morning between 9:00 am and 2:00 pm. Hazardous materials must be handed directly to the attendant on duty. The materials cannot be left on the ground. 

Before you put your used furniture or other items on the curb for Brown & White Pickup on Friday, consider recycling them with Seabrook Island Habitat for Humanity Restore. Contact the store at 843-559-4009 for more information and to arrange for free pick up of large items.

SC 2025 Tax Free Weekend Aug 1-3

Are you thinking of buying a new computer, printer, earbuds, or headphones – or even a new dress or pair of pants? You may want to wait until the annual Tax-Free Weekend (also known as the Sales Tax Holiday) from August 1-3, 2025.

During this weekend, a variety of purchases are exempt from South Carolina’s 6% sales tax and any applicable local taxes. Tax-free items range from computers, clothing, accessories, and shoes to school supplies and backpacks. As long as an item is eligible, it is tax-free whether purchased in-store or online. Click here for more information, as well as a list of items that are exempt and nonexempt.

Buyer Beware – Just because it’s tax-free doesn’t mean it’s the best deal. Several stores and online websites are having sales to compete with state sales tax exemptions. Check retailers for dates and items that are being offered. They may include items that are not on the state exemption list. Do your homework before you buy a big-ticket item!

Brookgreen Gardens Sculpture Awards Exhibition

If you love art, and in particular, sculpture, consider taking a ride to Brookgreen Gardens later this summer for a very special display and exhibition.

 Brookgreen Gardens, home to the country’s largest and most significant collection of American Figurative Sculpture, has announced the return of The National Sculpture Society’s 92nd Annual Awards Exhibition (NSS), from August 2 to October 26, 2025, in the Rosen Galleries. Recognized as the foremost annual exhibition of American figurative sculpture, the show will feature the finest contemporary works by American masters alongside rising stars, with pieces handpicked by the National Sculpture Society (NSS), the country’s first organization of professional sculptors.
